The Community Infrastructure Levy (CIL) could add thousands to the cost of a planning application in Shropshire from January 2012.
The Levy applies to applications for new dwellings and development. Residential extensions over 100 square metres (1,076 square foot) will be liable to pay the levy. Non-residential uses are not affected, however new build residential annexes and live/work dwellings will be included in the charge.
The CIL was adopted on 24th November 2011. The Levy rates for different types and locations of development are set out below. In summary, eligible developments that receive planning consent on or after 1st January 2012 will be charged the following Levy:
• £40 per square metre of new residential development in Shrewsbury, the Market Towns and Key Centres
• £80 per square metre of new residential development elsewhere
• Nil Levy rate for affordable housing
• Nil Levy rate for employment-related and other non-residential types of development.
The levy should contribute to the cost of infrastructure required as a result of development and the Council is obliged to show where this money is being spent, in the locality of the development.
From October this year all applicants must have complete CIL Form as notice of chargeable development along with a planning application and there are fines for not doing so. Angela Roberts, from Madeleys Chartered Surveyors said: “Along with all the other numerous paperwork now required to make sure an application validated with Councils, this is an additional burden to the complicated matter of obtaining planning consent”.
